“Kontra ka nang kontra.” Senator Sotto Quips on Approved P1,000 Budget of CHR by Congress

“They had it coming.” In the words of Senate Majority Leader Vicente Sotto III, the Commission on Human Rights (CHR) should have expected the budget reduction to a paltry amount of P1,000 by the House of Representatives.

The senator pointed out CHR’s repeated criticism of the Duterte Administration’s ongoing war against drugs, one of the government’s major policies, may have sealed their financial fate.

During an interview, Sotto said he knew where the Congress’ decision came from. “Sinuswelduhan ka ng gobyerno, ng taongbayan, tapos kontra ka nang kontra sa sinasabi. Hindi bale yung kontra eh pero pinipintasan mo pa, hindi maganda talaga yun,” he stated.

Sotto added, “Ako nga, simple lang sinasabi ko, kasi naman, dapat naman kasi, ikaw, nagta-trabaho ka sa isang gobyerno, hindi mo gusto yung mga polisiya nung mga namumuno, eh ‘di umalis ka, diba?”

According to reports, the House will only approve the proposed budget if CHR Chairman Chito Gascon resigns from his post. As an appointee of former President Benigno “Noynoy” Aquino III, his term will end in 2022.

But Sotto simply thinks that Gascon is free to leave if he doesn’t see eye to eye with the president’s policies. “Siguro [he should resign], or pwede ring confine yourself to the issues. Stop barking at the President or the policy of the government. Policy ng presidente yun, eh ‘di umalis ka,” he reiterated.

Moreover, another senator echoed Sotto’s sentiments. Senator Manny Pacquiao, a staunch Duterte supporter, was quoted saying, “Yung CHR, may sumusobra lang yung ginagawa nila. Yung minsan kasi may mga pangyayari na nabibintang agad doon sa ating administrasyon na wala namang kinalaman, yung mga ganun.”

On the other hand, a majority of Sotto and Pacquiao’s colleagues do not share the same views. In fact, they vow to restore the agency’s budget of P678 million. Minority Senator Franklin Drilon considered the possibility of a “deadlock” if Congress maintains its stance on the CHR budget issue.

During the Tuesday budget hearing in the lower House, majority of the lawmakers slashed the CHR’s 2018 budget, citing the agency’s failure to fulfill its mandate. The CHR continues to be condemnatory of the Administration’s bloody fight on illegal drugs. To date, thousands of suspected drug pushers and addicts have been killed, mostly from society’s lower class.
